The workshop was limited to 30 funded delegates. These invitees represented all sectors of the debate from environmental and wildlife specialists to fishmeal producers and the aquaculture industry. The balance of the debate was seen as vital in achieving meaningful progress toward a more sustainable industry. The size of the workshop was limited in order to enable productive working discussion, whilst still enabling all views to be heard. In spite of this, the workshop objectives were well publicised and available proir to the conference on this site and an on-line discussion forum enabled concerned individuals to make contributions to the debate. Discussion threads were initiated by steering group members on the workshop web-site and these discussions were active in the run up to the conference so that all aspects of the debate could be expressed. Although much of the workshop detail was arranged by Nautilus Consultants, the shape of the delegate group and the composition of keynote speakers was determined by a steering group which first convened in October 2002. The balance of the steering group reflected the balance sought in the workshop and provided a mechanism to prevent bias to either side of the debate. The steering group members were:
