NACA is an intergovernmental organization that promotes rural development through sustainable aquaculture.Ê Currently, there are 15 member governments and a further five participating non-member governments.

NACS seeks to improve rural income, increase food production and foreign exchange earnings and to diversify farm production. The ultimate beneficiaries of NACA activities are farmers and rural communities.

STREAM is a NACA initiative which aims to offer support to the livelihoods of poor people who manage aquatic resources. It will initially run for five years, starting in 2001/2002 and will pilot in Vietnam and Cambodia. The geographic coverage of the initiative will expand to encompass 15 Asia-Pacific countries.
